Former Modesto City Manager Jim Holgersson Tapped to fill Interim Role in Emeryville

When three year City Manager Carolyn Lehr announced her decision to retire back in February, it set off a search for new candidates to fill the city’s top administrator role.

Lehr was hired in 2015 to replace Sabrina Landreth who was recruited to work for the City of Oakland by Mayor Libby Schaaf.

The city will hold a retirement party for Carolyn on June 28th that the community is invited to. Lehr will officially leave her position on July 1st.

James “Jim” Nil Holgersson has been tapped to fill the role in the interim and provide the city time to recruit a more permanent candidate.

Holgerssom recently completed a similar role for Moraga and was the City Manager of Modesto from 2014 until 2017.

Holgerssom has extensive experience in administering local governments with stints in Iowa, Texas, Tennessee and Michigan. He was also Deputy City Manager for neighboring San Jose.

“The position of city manager can be a crazy ride,” Holgersson noted in this Modesto Bee article amid his departure acknowledging the challenges of navigating nine years of budget cuts. “So as a result of differing visions for city leadership, I will be stepping down from the best job anyone could have.”

City Council will vote on a resolution at Tuesday’s Council Meeting to approve a three month agreement with Holgersson. Holgerssom will command an hourly rate of $121.67 according to the contract that will end September 30th.

  1. The salary, like most city staff positions, is outrageous.

    Does the city even try to negotiate a reasonable rate? No private business would pay this rate for this role.

    One of the biggest issues in government are public salaries and the even more ridiculously obscene benefits packages.

    You can judge how badly your city is managed by how high public salaries have become.
