EPD nabs parole violator for possession of loaded Firearm and controlled substance

Emeryville Police Officers, on an early a.m. routine security patrol of the frequently burglarized Denny’s parking lot, ended up nabbing an ex-convict in violation of his parole on Friday.

Reuben Phill was spotted walking away from a vehicle and approached by EPD officers. After running Phil’s name through their system, he was determined to be on parole for an attempt murder charge from 2005. The Officers performed a compliance check on Phil and located a loaded firearm in his waistband.

A search of Phill’s vehicle turned up the controlled substance promethazine which is often mixed with soda to create the street concoction “Purple Drank”. Purple Drank has been popularized in hip hop culture by Lil Wayne among others.

Phill, 34 and whose last residence is listed as Berkeley, lists his employment as DoorDash on his arrest record. Internet search results indicate that a ‘Reuben Phil’ also recently drove for Uber and is listed on the website loveaprisoner.com noting “I’m like a puzzle that’s 99% finished, I’m not complete until the right piece is put into place.”

Phill was charged with five criminal acts including possession of loaded firearm that was not registered to him and possession of a controlled substance without a prescription.

Phill is being held at Glenn E. Dyer Detention Facility in Oakland on $180,000 bail and expected to be arraigned Monday.
