BREAKING: Police Standoff and gunfire exchange closes both lanes of I-80 at Powell

Hovering copters and racing police cruisers alerted residents to activity in Emeryville this morning at about 9:30 a.m.. A high-speed police chase of a reported Fairfield murder suspect originating in Richmond led to a standoff and gunfire exchange that has shut down both lanes of Interstate 80.

Police used spike strips to disable the black Chevy Suburban SUV and the vehicle hit a concrete barrier before coming to a stop. Officers can be heard yelling verbal commands at the suspect for several minutes. “Lyle, put both your hands out the window!“

An errant shot can be heard about 10 seconds prior to the final confrontation but It is not clear from whom. The suspect then abruptly opens the door of the vehicle and a hail of gunfire commences.

Many of the amateur videos have obscured views of the suspect exiting the vehicle but the overhead helicopter view appears to show the suspect getting down on one knee and pointing something in the direction of the officers prior to them opening fire on them.

A K-9 unit can then be seen running up to the suspect to disarm him. The suspect received CPR on the scene and was transported to a local hospital where he succumbed to his injuries.

The Fairfield, Richmond and Emeryville Police Departments released this joint media advisory via Nixle:

On 9/27/17 at around 8:40 AM, Fairfield PD detectives were attempting to apprehend a homicide suspect. During the event, the suspect failed to yield to the arrest and a pursuit ensued.

Richmond PD and CHP assisted in the pursuit that terminated at the I-80/I-580 interchange. Officers negotiated with the suspect for an extended period of time until officers received gun fire from the suspect. Officers on scene returned fire and the suspect was struck during the exchange. The suspect was taken to a local hospital where he succumbed to his injuries. No Officers were injured as a result of this incident.

All involved departments are coordinating in the investigation as this is a multi-jurisdictional case. The Emeryville Police Department is handling the criminal investigation, and all inquiries are referred to that agency.

Traffic is backed up for miles as a result of the closure and drivers are encouraged to avoid the area and take alternative routes or alternative forms of transportation. A CHP Helicopter landed on the Westbound lanes to assist with the investigation and crews are directing traffic through city streets to alleviate the gridlock.

  1. Yikes. I was out walking not 3 blocks from there this morning at the time. Saw the choppers and figured there was an accident or something. I’m just glad no innocent people were injured… No one else was hurt, right?

    • I have not heard of any reports of any bystanders being shot but you can clearly hear bullets ricocheting off the car in the video. The suspect was alleged to be a homicide suspect so I’m sure we’ll hear more about him in the coming days.

  2. Hope EPD doesn’t need to use its firearms again this year – looks like they just burned through their wholr supply for the fiscal year.
